Reform of the institution of bankruptcy of legal entities has been under preparation for several years. The Russian Ministry of Economic Development is the author of the amendments; most likely, the same agency is the initiator of the reform itself. According to the authors of the new concept, the changes will help turn the insolvency system into a civilized and efficient way to save businesses and give creditors their debts back. The bill is due to be submitted to the State Duma as early as March and passed during the spring session, as President Vladimir Putin instructed at one of the February meetings.
